Well, Steve Watts, apparently.
According to my secret sources, it was Vic stalwart Willie Tann who applied the damage with a flopped set (5-2 was the holding, naturally), and a few hands later another blood-thirsty assassin pounced and scraped up the remaining shrapnel.
As a result, Mr. Watts has run out of power and become the first departure of the London Live II, and managed to achieve that remarkable feat within one level. That's got to be worth a spot prize, surely?...
